Councillor Adrian Broad left the meeting at 2.12pm during consideration of clause 6.  He was not present for clauses 6 and 7.

Deputation - Graeme Everton

 

On a national scale the Māori Economy is estimated to be worth $50 Billion and growing.

Locally the combined Māori population of the Manawatū and Palmerston North is approximately 16,500 people or 15% of the total population living in the region.

Iwi, both Ngāti Raukawa ki te Tonga and Rangitaane O Manawatū manage significant business interests spanning agriculture, fishing, education, property and social and health services.

Having read through CEDA’s latest 6 monthly report and looked at its Statement of Intent for the 2018/2019 period and having gone through the CEDA website, there is nothing which recognises the special Treaty based relationship that Councils have with local Iwi or the significant opportunity that Māori business represents for the region. Certainly nothing on offer at the moment provides a compelling reason for Māori business or Iwi to approach and use the services of CEDA.

Both Councils have seen fit to acknowledge the special relationship they have with Iwi, and there is no reason why this should not be reflected by CEDA in its approach and operations. There should be clear targets for working with Māori business and achieving outcomes that can be measured and reported on every six months. Mr Ereton asked that the Committee consider the following recommendations:

1.      That two appointments to the CEDA Board come from local Iwi

2.      A joint Iwi, Māori Business and CEDA committee be established to identify what services Māori business need and facilitated by an appointed Maori Engagement Lead/Manager

3.      That baseline KPI’s be established that will be reported on every six months on progress.

Deputation – Lisa Warbrick - Te Au Pakihi – Manawatū Māori Business Network

 

Representing Te Au Pakihi – Manawatū Māori Business Network, Lisa Warbrick spoke to the deputation nothing that the Network was initiated around 2006 by Te Au Rangahau, with support from Te Puni Kōkiri, UCOL, Westpac, Vision Manawatū, and others as a network for Māori small and medium enterprises, Māori entrepreneurs, and Māori collective enterprises to share in and foster Māori success in business within the Manawatū region

There are an estimated 1,575 Māori Small Medium Enterprises in Manawatū. Te Au Pakihi have a statistical profile of them, but not a direct relationship; Te Au Pakihi has potential to create more visibility of Māori enterprises among themselves and with key agencies like CEDA. 

Ms Warbrick acknowledge CEDA is trying to improve its engagement and service with Māori, but there is no clear rationale for this, no clear plan and no evidence of specific and dedicated resources to implement and achieve an improved state of support for Māori business. “We can do better and we ask the Council to direct CEDA to lift its game with respect to Māori engagement and activation”.

Presentation - Stephen Stannard

 

Mr Stannard played a video outlining the Gravel to Tar cycle race which occurred on the 27 January 2018.

Mr Stannard outlined the value which the Gravel to Tar event has for the Manawatu in terms of international teams staying in the region, the promotion of cycling as a sport/recreation event.

Over 10,000 people have viewed the YouTube video. The organisers have also received a large number of positive comments from participants and their support teams.

Bike Manawatu has been asked to run the race again with a possible date being the 19 January 2019. It is a hard amount of work organising and running this event and Bike Manawatu is too small and needs additional help.

2.   That the comments on the draft Statement of Intent from discussion within Manawatu District/Palmerston North City Joint Strategic Planning Committee on 21 March be conveyed to CEDA for its consideration in finalising the Statement of Intent for 2018/19.
