Minutes of the Extraordinary Sport and Recreation Committee Meeting Part I Public, held in the Council Chamber, First Floor, Civic Administration Building, 32 The Square, Palmerston North on 15 October 2018, commencing at 9.02am

Councillor Leonie Hapeta (in the Chair) and Councillors Brent Barrett, Adrian Broad, Vaughan Dennison, Lew Findlay QSM, Jim Jefferies, Lorna Johnson, Duncan McCann, Bruno Petrenas and Aleisha Rutherford.

Non Members:

Councillors Susan Baty, Rachel Bowen, Gabrielle Bundy-Cooke, Karen Naylor and Tangi Utikere.

Apologies:

The Mayor Grant Smith (on Council Business) and Councillor Rachel Bowen (early departure on Council Business).

 

Councillor Rachel Bowen left the meeting at 10.24am during consideration of clause 51.  She was not present for clause 51.

Public Comment

 

Public Comment was received from Dave Mollard and Jono Naylor regarding the proposal for Pascal Street Community Trust to create a community garden at Awapuni Park.


 

 

Moved Leonie Hapeta, seconded Rachel Bowen.

Crewe Crescent Community Garden Relocation - Awapuni Park Option

Report, dated 1 October 2018 presented by the  Acting Parks and Reserves Manager, Phil Walker.

During discussion Elected Members noted that opposition to the community garden at Awapuni Park was not significant and that the majority of properties that bordered the park were supportive of the garden.

Councillor Rachel Bowen left the meeting at 10.35am

 

Moved Vaughan Dennison, seconded Brent Barrett.

The COMMITTEE RECOMMENDS

1.  That Council adopts the revised proposal for Awapuni Park as the site for      relocating the Crewe Crescent Community Garden, and enters into a lease      agreement with Pascal Street Community Trust.

Clause 171-18

 

Clause 51-18 above was carried 10 votes to 3, the voting being as follows:

For:

Councillors Brent Barrett, Susan Baty, Adrian Broad, Gabrielle Bundy-Cooke, Vaughan Dennison, Lew Findlay QSM, Leonie Hapeta, Jim Jefferies, Duncan McCann and Aleisha Rutherford.

Against:

Councillors Lorna Johnson, Bruno Petrenas and Tangi Utikere.

 

Note:

On a motion: “That Council, in the report titled `Crewe Crescent Community Garden relocation – Awapuni Park Option’ notes significant local opposition to the proposed relocation of the Crewe Crescent Community Garden to Awapuni Park, and does not adopt the site for relocation of the garden”, the motion was lost 5 votes to 8, the voting being as follows:

For:

Councillors Leonie Hapeta, Lorna Johnson, Bruno Petrenas, Aleisha Rutherford and Tangi Utikere.

 

 

Against:

Councillors Duncan McCann, Brent Barrett, Susan Baty, Adrian Broad, Gabrielle Bundy-Cooke, Vaughan Dennison, Lew Findlay QSM and Jim Jefferies.

Note:
