The purpose of the item was to seek the future direction of the Joint Strategic Planning Committee.

JSP 22/195    CEDA 2021-22 DRAFT ANNUAL REPORT

 

Report of the General Manager Community and Chief Planning Officer, Palmerston North City Council dated 11 August 2022 presenting the Central Economic Development Agency's (CEDA) Annual Report to 30 June 2022.


 

Members of CEDA, Bobbie O’Fee, Jacqui Middleton, Janet Reynolds and Jerry Shearman were present to speak to their Draft Annual Report, highlighting their ambitions and goals for the region, attracting new and innovative businesses, and ongoing key projects.

 

RESOLVED

 

1.       That the Central Economic Development Agency’s (CEDA) Annual Report to 30 June 2021 be received subject to completion of Audit NZ sign off.

 

2.       That the committee notes that the Audit NZ feedback will be submitted for the committee’s information at the next available committee meeting after receipt.

JSP 22/196    CEDA DIRECTORS RECRUITMENT DECISIONS

 

Report of the General Manager Community and Chief Planning Officer, Palmerston North City Council dated 22 July 2022 seeking direction on the recruitment process as per the “CEDA Appointment of Directors Policy” for Director vacancies.

 

RESOLVED

 

That the recruitment process as per the “CEDA Appointment of Directors Policy” to fill the vacancies on the Central Economic Development Agency Board be commenced when the Electoral College of the 2022-2025 triennium has been established.

JSP 22/197    DRAFT CEDA STATEMENT OF EXPECTATIONS 2023-2024

 

Report of the General Manager Community and Chief Planning Officer, Palmerston North City Council dated 31 August 2022 seeking input into the 2023-2024 Statement of Expectations for the Central Economic Development Agency Limited (CEDA).

 

RESOLVED

 

1.       That the Joint Strategic Planning Committee considers the present 2022-2023 Statement of Expectations for the Central Economic Development Agency Limited and advise of any changes required to establish the 2023-2024 Statement of Expectations.

 

2.       That the Mayor and Chief Executive of the Manawatū District Council and the Mayor and Chief Executive of the Palmerston North City Council be delegated authority to approve the Statement of Expectations prior to the document being signed.

JSP 22/198    QUARTERLY ECONOMIC MONITOR REPORT

 

Report of the Chief Planning Officer, Palmerston North City Council dated 29 August 2022 presenting a summary report on Manawatū Region Quarterly Economic Monitor June 2022 and Manawatū Region Quarterly Retail Report June 2022.

 

Stacey Bell, City Economist, PNCC and Kian Lee, Policy Analyst, PNCC spoke to their report highlighting current trends, economic activity, housing/rental movements, retail statistics and economic headwinds.

 

RESOLVED

 

That the summary report on the Manawatū Region Quarterly Economic Monitor June 2022 and Manawatū Region Quarterly Retail Report June 2020 are received.

Report of the General Manager – Community dated 31 August 2022 providing an update on the need to establish a formal arrangement with Palmerston North City Council Library Services for the residents of Pohangina who reside in the Manawatū District Council district.

 

RESOLVED

 

That the Manawatū District Council and Palmerston North City Council library services teams meet 6-monthly to further develop their relationship and explore ways to work together.

JSP 22/200    CONSIDERATION OF LATE ITEM - FUTURE OF THE MANAWATŪ DISTRICT COUNCIL/

PALMERSTON NORTH CITY COUNCIL JOINT STRATEGIC PLANNING COMMITTEE

 

Report of the Democracy and Governance Manager, Palmerston North City Council dated 30 August 2022 seeking the committees consideration for the future direction of the Joint Strategic Planning Committee.

 

RESOLVED

 

That following the October 2022 election, the mayors of Manawatū District

Council and Palmerston North City Council

 

a)      Review the Joint Strategic Planning Committee noting the advice to the Committee on 8 September 2022 and in consultation with the Central Economic Development Agency Board.

 

b)      Consider a sub-regional forum in consultation with other potential partners.
