TITLE: Amendment to remit to LGNZ AGM

1. That the Council endorse the proposed amendment made by the metro sector meeting to its remit proposal.

1. ISSUE
In March 2017 the Council agreed to request the endorsement of the LGNZ metro sector meeting for the following two proposals:
“That LGNZ advocates to central government to provide co-ordination and policy requirements for local authorities to enable them to assist New Zealand meeting its commitment under the Paris Agreement”.
“That LGNZ advocates to central government to amend the Litter Act 1979 to enable local authorities to legally issue infringement notices where there is evidence of an offence.”
The metro sector meeting in May endorsed the second of these proposals, and so this will be forwarded for inclusion in the LGNZ AGM agenda next month.
The meeting was also supportive of the direction of the first proposal, but suggested an amendment. This is:
“As the impacts of Climate Change will impact on every part of New Zealand, we ask that Central Government provide leadership on Climate Change ensuring that Central Government and Local Government are working together collaboratively on the clear goals of meeting our Paris targets”.
2. NEXT STEPS
If the Council endorses the amendment proposed by the metro sector meeting, then this proposal will also be forwarded to LGNZ for inclusion in the AGM in June.

TITLE: Proposed Remit to LGNZ AGM - Control of Cats

1. That Council support the ‘Control of Cats’ remit from Dunedin City Council.

1. ISSUE
Dunedin City Council has agreed to put forward the following remit to the Local Government New Zealand AGM:
“That Local Government New Zealand lobby the Government to take legislative action as a matter of urgency to give councils statutory power to control cats”.
Dunedin City Council recently resolved to
put a Remit forward to the LGNZ AGM on the control of cats. This arose following concerns raised by the community about nuisance caused by companion, stray and feral cats.
In order to submit a Remit the Dunedin City Council has to gain support from at least five other councils or at least one zone or sector meeting prior to the submission deadline, to enable the proposer to assess support and clarity of the proposal.
The full remit is attached, which has been drafted in accordance with guidance from LGNZ.

1. That Council support the ‘Maori representation’ remit from Hastings District Council.

1. ISSUE
Hastings District Council has agreed to put forward the following remit to the Local Government New Zealand AGM:
“That Local Government New Zealand lobby the Government to repeal the existing poll provisions relating to the creation of Māori wards contained in sections 19Z – 19ZH of the Local Electoral Act 2001 and that, instead, it be a requirement that the issue of Māori representation be treated as part of the process for the regular representation review with public consultation and final determination by the Local Government Commission.”
Palmerston North City Council is being approach for support as a Zone 3 Council. In order to submit a remit the Council has to get support from at least five other Councils or at least one zone or sector prior to the submission deadline, to enable the proposer to access support and clarity of the proposal.
